Viga Mayor Partners with 31 Schools on Food Production

Thirty-one schools in the municipality of Viga have entered into a partnership with Mayor Emeterio “Bong’ Tarin in the Gulayan sa Paaralan program mandated by the Department of Agriculture.

Last Nov. 5-9, Mayor Tarin and wife Ma. Theresa Lorraine made the rounds of the four high schools, 26 elementary schools and one primary school to distribute seeds as the municipal government’s assistance to the schools in said program.

This assistance is intended to uplift the livelihood and life of my fellow Viganons,
Tarin stated, adding that the effort is being coordinated with the recipient schools and its officials, particularly Viga West district supervisor Rosario Peña and Viga East district supervisor Henry Marin, barangay captains and officials, and the DA.

Tarin initiated the grant of the assistance upon learning of the Gulayan sa Paaralan program of DA Sec. Proceso Alcala who sought to promote self-help food production activities and values among children that will emphasize agriculture as a life support system.

The program specifically seeks to promote vegetable production through natural farming in public elementary and high schools as well as establish and maintain school gardens to serve as food basket and main source of vegetables to sustain supplementary feeding. The small-scale food production model in the schools will be showcased for households and communities to replicate.

Under the Memorandum of Agreement signed by DA with the Department of Education, each school shall have garden on a 200-square meter lot or adopt the container-gardening technology. The Parents-Teachers Associations shall be active partners in the program. All harvests will be owned by the school and may be sold or used in its supplementary feeding program.

The 31 recipient schools are: Villa Aurora ES, Tinago ES, Tinago NHS, Botinagan ES, Soboc ES. Buenavista ES. Tambongon Central ES, Tambongon NHS, Batohonan ES, Begonia ES, Quirino ES, Magsaysay ES, Mabini ES, Ananong ES, Ogbong ES, Sta. Rosa ES, Viga Central ES, Rizal ES, Del Pilar ES, Osmeña PS, San Jose (Oco) ES, San Jose (Oco) NHS, Burgos ES, Almojuela ES, San Roque ES, Sagrada ES, Roxas ES, P. Vera (Summit) ES, and P. Vera (Kanlangka) ES.

Mayor Tarin said that his administration will extend the same assistance to the barangays beginning in January next year as part of his commitment to push food production among Viganons.

A Viracnon has done it again. For four Sundays of September, law graduates undergo the most important rite of passage in the legal profession: the BAR examinations. The Bar is a rigorous test of eight subjects, each testing the graduates’ knowledge, reasoning and writing abilities. One of the examiners in the 2008 Bar Exam is Atty. Juanito Gianan Arcilla of Marcelo Alberto, Virac. Atty. Arcilla prepared the Bar questions on Political and International Law. The said exam consisted of the following subjects and its corresponding weighted average: Political and International Law (15%), Labor and Social Legislation (10%), Civil Law (15%), Taxation (15%), Mercantile Law (15%), Criminal Law (10%), Remedial Law (20%), and Legal Ethics and Practical Exercises (5%) for a total of 100%. Delegates from the Virac Pilot Elementary School and the Catanduanes National High School held their own against other participants in the 7th Youth for Environment Summer (YES) Camp held at Teachers’ Camp in Baguio City last April 26-30. Candidates of the Lakas-Kampi held their ground in last Monday’s automated local elections in Catanduanes, winning seven of the 11 races. Seven incumbent mayors won their reelection bids. In Bagamanoc, Mayor Odilon Pascua grabbed his third straight term by beating former Vice Gov. Vincent Villaluna’s mother Lina and Eduardo de Asis. Solon Seeks Probe on Rampant Harvesting of Crablets

A Party-list lawmaker is calling for a congressional inquiry on the reported rampant harvesting and sale of crablets as exotic food delicacy, which has resulted in the alarming decline in the harvest of mature mud crabs. In filing House Resolution 2587, Rep. Angelo Palmones, (Party-list, AGHAM) said rampant harvesting and sale of crablets hinder the sustainability of mature crabs for food and livelihood. Palmones cited that a 2009 report from the Bureau of Fisheries and Aquatic Resources (BFAR) that exports of crabs, in its live or processed form, accounts for 5.8 percent of the year's total export value in fisheries produce. The study, Palmones said shows that crab production is a viable means of livelihood for some of the coastal areas in the country thus; this reported rampant activity of early harvesting for minimal amount will disrupt the flow of income in an area where crab produce is one of its main sources of income.
