PNoy Approves Law Elevating Catanduanes College Into a State University

LEGAZPI CITY, Nov. 6 (PNA) -- The premier state-owned higher education institution in the island province of Catanduanes is now a university, courtesy of a law recently signed by President Benigno S. Aquino III.

Covering its main campus in the provincial capital of Virac and its extension campus in the municipality of Panganiban, the Catanduanes State College (CSC) was converted to Catanduanes State University (CSU) to provide advanced education; higher technological and professional instruction; and training on trade, commerce, fishery, agriculture, arts and sciences, industrial technology and nursing.

President Aquino signed the law for its conversion last Oct. 19.

CSC was established on June 19, 1971 through Republic Act 6341, a law authored in Congress by then Congressman Jose Alberto which converted the former Virac National Agricultural and Trade School into a state college.

Following its conversion into CSC, the school opened collegiate courses in Education, Arts and Sciences, Arts and Trade, Commerce as well as graduate courses in Education.

On July 8, 1972, Republic Act 6590 provided for the opening of additional courses at CSC like Associate of Arts in Nursing, Education, Commerce; Bachelor of Arts, Science in Agriculture, Forestry, Mechanical and Electrical Engineering, Elementary Education, Commerce, Business Education, Education; and Master of Arts in Education and in Commerce.

Only July 22, 1996, Congress passed Republic Act No. 8292 which provided for the uniform composition and powers of the governing boards, the manner of appointment and term of office of the president of chartered state universities and colleges, and for other purposes.

CSC is currently headed by Dr. Minerva I. Morales who was unanimously elected as the 6th president by the CSC Board of Trustees in July 2011.

Before its elevation into a state university, CSC has been enjoying the prestige of being the only comprehensive higher education institution (HEI) in Catanduanes graded as Level III.

CSC has also been one of the leading government HEIs in Bicol which offers a wide range of accredited academic programs and with graduates topping national licensure examinations. (PNA) LAM/CBD/
