Catanduanes Student to Represent Bicol in National Engineering Quiz

LEGAZPI CITY, Nov. 15 (PNA) -- A civil engineering standout from the newly-created Catanduanes State University (CSU) in Virac, Catanduanes will represent Bicol in the 31st National Civil Engineering Student Quiz to be held at the Cebu International Convention Center in Mandaue City on Nov. 22. Roilan Magdaraog, a fifth year CSU Bachelor of Science in Civil Engineering (BSCE) student, was chosen to represent the region in the national quiz sponsored by the Philippine Institute of Civil Engineers (PICE) after emerging as champion in the annual Regional Civil Engineering Students Quiz recently held at the Camarines Norte State College in Daet, Camarines Norte.

He bested over dozen other contestants from various colleges and universities in the region by garnering 12 points to capture first place. He was followed by the contestants from Camarines Norte State College, 2nd place; and University of Saint Anthony in Iriga City, 3rd place.

The competition was three rounds covering four areas – Mathematics, Surveying and Transportation Engineering, Hydraulics and Geotechnical, Design and Construction.

Magdaraog told the PNA here on Thursday he was an underdog during the first two rounds of the quiz but not until the difficult round came in. In the final heat, he overtook his opponents to occupy the top spot.

Magdaraog gave Catanduanes State University its impressive fifth championship title. Last September, he also placed 3rd in the Luzon-wide PaCEKatan 2012 Civil Engineering Quiz held in Pampanga.

CSU has been a PICE quiz Regional Champion for three consecutive years since 2010 and this latest feat is the school’s 5th since 2004 while it was still the Catanduanes State College (CSC).

CSC, the premier state-owned higher education institution in the island province of Catanduanes established in 1972 was elevated by President Benigno S. Aquino III to its present university status only last October 25. (PNA) LAM/CBD/

Virac Historical Development

Virac, the capital of the island province of Catanduanes, started its primitive annals in pre-Spanish times when tribal chieftain Lumibao, scion of Datu Dumaguil who came to the Philippines with the 13 Malay dauts, andd his wife Milbigan settled near Vidak spring and founded the first civilized settlement with a score of servant followers and their wives. Some say Virac is a derivation of the word “Vidac” while others claim it is a contraction of the Spanish version of the word burac, meaning flower.
The growth of Virac in terms of governance peaked in 1972. From the original 34 barangays in 1960, Virac was able to establish 29 new communities to upgrade the present composition of 63 barangays.

A Proposed Catanduanes Power Sector Development Plan

Strategic planning is an organization's way of defining its strategy, or direction, and making decisions on allocating its resources to pursue this strategy. In order to determine where it is going, the organization needs to know exactly where it stands, then determine where it wants to go and how it will get there. Section 2 of Republic Act (RA) No. 9136, otherwise known as the “Electric Power Industry Reform Act of 2001” or EPIRA, declared, among others, the policy of the State to ensure quality, reliability, security and affordability of the supply of electric power; Thus, one of the major mandate of FICELCO under DOE Circular No. 2003-12-11 , as an electric cooperative or a distribution utility is to supply adequate, affordable, quality and reliable electricity, which states among other that an abstract of the terms and conditions of power supply contracts with private power producers to augment the power supply in their franchise areas is assured that power interruption…

A Meeting of Minds at Marem’s

Newly-elected mayors as well as the three reelectionists had the chance of airing what was on their minds during the meeting with Congressman Cesar Sarmiento and Governor-elect Cely Wong at Marem’s Pension House.

Save for Bagamanoc’s Remegio Villaluna and San Andres’ Peter Cua who had traveled to Manila after the elections, the rest of the nine reelected and newly-elected chief executives expressed support for the two political leaders beginning June 30, aside from vowing to provide dedicated service to their constituents.

The number of women mayors remain at two (Flerida Alberto of Virac and Salvacion Isuela of Caramoran) while bachelor mayors increased to four (Mayor Obet Fernandez of Payo was joined by Gordon Olfindo of Viga, Johnny Rodulfo of Bato and Rodel Abichuela of Baras).

Of the 11 mayors, nine belong to the Liberal Party while the two others are from the Nationalist People’s Coalition, which joined LP in a coalition in Virac, and Lakas (in Bato). Bato constituents of Rod…
